R-1 is the Regular Residential rate
R-2 is the Low Income rate (See the picture of a bill here - it will have R-2 in the red circle if your bill has the low income discount.)

2)The Home Energy Assistance Program - This is a federally funded program that helps income-eligible households pay their winter heating bills. Eligibility is based on gross household income and the number of household members. Typically beginning October 1st, NSCAP schedules appointments for first-time applicants who pay for their own heat.

Starting November 1, 2025, a new reduced electric delivery rate will be available for qualified residential customers who use heat pumps for home heating. This seasonal rate applies to electricity usage from November 1 through April 30, helping reduce energy costs during colder months. Customers on the R-2 income-eligible rate are also eligible.
